You can use a four-place equation for this, so, if x is the answer you are seeking, then;

500 mg/650 mg = 1 Tbsp./x

Now cross multiply:
500 x = 650, and solving for x,
x = 650/500 = 1.3 Tbsp

Do keep in mind also that mg is a measure of weight, while tablespoon is a measure of volume.
