If I get a parakeet should I get a glass cage because I have to labs

That makes it a unanimous no! Put the cage at a higher level or hang it from the wall!

No I meant, if I get a glass cage then then the dogs bark it would scare the parakeet

It will be ok, trust me. Just get a wire cage. I have always had dogs and birds, so has my sister. At first the dogs might be a little interested, but after awhile they will not pay any attention to it. As far as the barking, I'm sure the bird won't like it, as much as you don't, but it will be fine. A glass cage would not give it enough air, keep the temperature too hot, echo the sounds more and, be a real pain to keep clean!
