You can usually find quinoa in a grocery store. At the store I frequent, it is in the "natural food" section, but you may be able to find it in the aisle that contains grains such as rice. If your store doesn't carry it, a health food store will likely have it.
Yes it is a seasonal crop, but due to its ability to grow in different climate condition it's available mostly. It requires Quinoa does best in sandy, well-drained soils with a low nutrient content, moderate salinity, and a soil pH of 6 to 8.5 there are available in grocery store often.
