To understand the parable completely, you have to know that the Samaritans were viewed by nearly everyone as "unclean". If a Samaritan was hurt on the road, people would ignore him. So for a Samaritan to be the one to help the person was a BIG deal. It was saying "Look. All these "good" people ignored the person in need. But this "bad" person stopped and helped."
It is that all of us, regardless of our wealth or lack of it, can and should always help another human being when they need us. We should also remember Christ's words "Whatsoever ye do to the least of my brethren, ye do also to me".
