Q: how much does an M16 run?
A: they can't run. Some will fire when functioning properly.

Q: can civilians purchase them?
A: If the civilian ( USA ) can afford the license & tax as well as pass a background check, they may be qualified to own them.

You also stated that you own a gun " much more smaller than the M16." since your reference is to a size, you might be informed to know that the diameter of the ammo for the M16 is only a 22 caliber. So if the gun that you already own is much smaller than that, it could be a BB gun.
be careful with that one ...ready...here it comes ...you'll put your eye out.

Your information is quite off. It seems as though you think the M16 takes a 22 long rifle which is quite a small round. But in fact it takes a caliber 5.56 which is similar to a .223. This is not the same as a 22 long rifle, but it may be where you have gotten confused.

I think you need a special liscence but with the the gun laws in arizona compared to the ones around the new england states, it very much depends on where you live.

M16 is a 5.56 Nato Round some call it a .223 or .22 but officially its a 5.56mm.
Can you own yes, you will not own the full automatic (illegal in all states) but Semi automatic is legal.
