What time of year should I plant roses? Does it really make a difference if I buy the more expensive soil & fertilizer?

Right now is a good time to plant roses. The weather is nice and they willl enjoy the sun. The soil should not really make a difference unless you have bad soil.o plant in. You can add some potting mix with roses if you like .It will not hurt them.
