What feeling did people want to convey when calling shantytowns"Hoovervilles"?

I have found something on the Internet (Wikipedia) that probably explains people's feeling quite well...Hoover was President from 1929-1933, the stock market crash and the first years of the Great Depression; here you are!

"Tens-of-thousands of Americans who found themselves homeless and began congregating in the numerous Hoovervilles (also known as shanty towns or tent cities) that had begun to appear across the country. The name 'Hooverville' was coined by their residents as a sign of their disappointment and frustration with the perceived lack of assistance from the federal government."
