Massey Ferguson 230 tractor pouring fluid from top of steering gear, under steering wheel, what will it take to fix this?

The problem could be due to lack of sufficient greasing on some relevant points on the steering gear. This leads to increase friction because the steering becomes tight and difficult. You should grease the gear and replace the worn out parts of the gear.
