People generally seek asylum in other countries because their quality of life in their own country is very low or they live in fear of death or torture. Once someone enters another country seeking asylum, that country can then consider him or her a refugee based on the circumstances that are being fled, such as persecution on a religious, racial, political, etc. basis.
