Colourful wedges or heels with a plain black short dress(tight fitted) and assecories to match the colour of your shoes...as for your hair.. Braid it from the right side all the way to the back and curl it to one side :)- btw dress length should be short so about half way up your thighs and make sure it's covering your ass ;)

You should wear a plain black or blue dress just to be on the safe side. The length of your dress should be just at your knee. This will keep you from looking overdressed if the event is a little relaxed.

Formal generally means long, but if it is a classy dressy dress then short is acceptable. Colour doesn't matter too much but black is always a safe bet. Depending what the event is for don't be too flashy. Also, keep the taataas covered, a bit of cleavage is ok but keep it classy.
