My 95 Pontiac Firebird won't pass emissions because the RPMs are too fast. How complicated could this be to fix?

First look for a vacuum leak.GM cars that old have brittle hoses. They start to allow air to be sucked into the engine which raises the idle speed. Inspect them carefully and just replace any that have cracks. Be careful that you do not get them mixed up. Do one at a time. It will require some time but not much money. If that fails to reduce the idle speed take it to a expert.
