Why not ? Even if they were born blind , not all the dreams are from our experience or thoughts , sometimes it's a message from God or a bad dream from satan , but he may see things according to his imagination .
In my opinion, I don't think so. Our dreams are constructed from our sub consciousness and from our experience. We dream in multiple senses and I think if we were born without a sense there's no way we would know what the experience is like because we never have experience that sense, but we all still dream.
I would think that a sighted individual who has become blind would retain the memory of color, which would follow through in the subconscious as well. But if born blind - why would the dreamer actually "see" anything at all? - having never had the benefit of sight to begin with. They would most likely dream with the senses they possess - such as sound, smell and touch. The subconscious can only operate with the senses that we know in our conscious life.
