Prisons and jails are required by law to provide for medical treatment of custodees. This includes medications, tests, and treatment even if unrelated to the offense. See http://www.ncbi.nlm.nih.gov/pmc/articles/PMC1154548/

If it is a prescribed medication, then yes, that is provided for them.

Maybe not some meds -- sleeping pills, for example.

Nope. they just walk out to the nearest drug store and take what they want. Then they walk back to their cell!
