A friend of mine, involved in restorative justice, is victim of crime in Florida. How can she get to visit the inmate?

My friend is genuinely interested in restorative justice, and has developed a relationship of sorts with the perpetrator. The Fl. D.O.C. is keeping the inmate and her apart. Both parties are in accord. Is there a legal right to be allowed visitation privileges. Her concern is making trouble for the inmate.

Prisoners have a right to be visited according to the Federal Bureau of Prisons. Just try and find out more information about the visitation hours.
