Depending on what part of the car. Functional damage means you will have to spend some money and even risk not being able to bring the car back to its normality. You dont want a car that has been crashed in the front and possible damaged the steering. You might want to go online and run a DMV check. Its free and all u need is the VIN and the plate number. If that turns out negative you might want to try a CARFAX. Its really worth the money and the peace of mind.

Functional damage would pertain to a part of the car that has been damaged which affects the function of the car. It could be anything from engine damage or a fender that has been crushed in and does not allow the tire to move.
