A high folate Level in the blood means you have an oversupply of Vitamin B9, or specifically folate. Though this can't happen with regular food, you can have excess folate from supplements. This folate toxicity can cause irreversible neurologic damage.

There are some medical conditions which cause an elevated level of folate in the blood. A liver dysfunction or leukemia can cause elevated folate levels. Vegetarians can also have elevated levels.
