After birth, it may take 7 to 14 days for a puppy to open its eyes. The time ranges mostly due to the breed and the specific puppy. Soon after a puppy opens its eyes, it will also start gaining control of its other senses, like hearing. Never try to force the puppy's eyes open; if they aren't opening after 3 weeks, it would be best to bring the puppy to a vet.
A puppy will open its eyes about a week and a half after it is born. However, its ears will not open for another half a week or so. For more information about how puppies develop, check out this site - http://wiki.ask.com/Puppy#Development
