No, one sixth (1/6) is not 16%. Percents are out of one hundred (per meaning of, cent meaning one hundred). Fractions are different because the denominator (the bottom number) tells out of how many the numerator (the top number). The percent of 1/6 is 16.6 repeating, or 16.66666666666666..., with the .6 going on infinitely (rounded to 17%). You can find this by dividing 100 by the denominator and multiplying that quotient by the numerator.
