Yes, rather than being entrepreneurs like many of the settler of Jamestown, a significant proportion of the citizen of Plymouth were fleeing religious persecution as well as searching for a place to worship as they saw fit. Read more on http://en.wikipedia.org/wiki/Plymouth_Colony.
