My legs are swollen and I scratched one and it is bleeding but what is the other yellowish liquid that is oozing out?

Do you have CHF? Its sounds like Edema, your legs could be " weeping". This is a symptom, along with swelling of the legs in heart patients, if not it may be an infection of the skin.,

i know a condition where such can happen - actinomyces infection (bacterial).
But obviously not sure if its the same.
Please consult a doctor.

aah yes ok that is puss AKA "bad blood" it's basically what forms when something is infectected or swollen

Histamine. It's a natural fluid produced by your body used to defend you from harmful bacterias, infection, etc., usually it is clear to yellowish in color.
