Is there a salt alternative for a chlorine system in a hot tub?

it's not as bad in the summer, but in the winter, my friend gets very it itchy for hours after being in his hot tub, which is working on a chlorine system. we think the chlorine might be causing the skin issues, even though he and his wife do not over chlorinate.
