Can you use Gideon Jura's first effect on your turn and then use his third effect on your opponent's turn?

No, you cannot use Gideon Jura's first effect on your turn since it only applies to your opponent's turn. You also cannot use the third effect on your opponent because it applies to your turn and not your opponent's.
