Could be the element needs replaced. If you want to do the work yourself, find the manual for the HW Heater to determine how to remove the elements. If you do not have a manual check manufacturers web site. Remove bottom element first since that is the one that needs replaced most often. If it had breaks in the coil/ parts missing, take to local hardware and buy replacement.

Make sure there isn't a gap in the wires on the top of the water heater where the power supply connects. The wires should be twisted tightly.

If that's okay, it's your element that's grousing in the water. It's recommended to change both elements, if there are two.

Replace upper thermostat. If problem continues, test elements.
