Does the employer have to give an explanation as to why they intend not to hire me

I received a letter of denial from a security service at the Amway center for a security position. They told me that infomart did the background check and they were influenced by consumer report. I recieved consumer report background and nothing was found/florida

They are under no obligation to tell you why they do not wish to hire you, but many will tell you if you ask. You could always try calling the person you interviewed with, explain that you looked at the report and did not understand what they saw that made them not want to hire you. Worst case they say they don't have to tell you, best case they tell you and you can explain that it's a mistake or you can figure out what happened so that maybe it can be avoided in the future.

They have absolutely no obligation to tell you why they decline to hire you.
