Yes! A leap year occurs every four years and since the last one was in 2008, the next one would be this year.

Yes. If there is 29 days in Febuary (which it usually has 28) then it's leap year. Leap year occurs every four years because on the last day of the year, that day is only a fourth of a day (I heard this somewhere) and so if you calculate every four years ten that makes that day an new day. I'm not entirely sure why it's at the end on Febuary though. Hope this helped!!!
