I am assuming you mean water and maybe air too is coming out of ground. Yes, that is most likley a broken water or sewer line. If you own the property and want to save money, the best thing to do is try to find where the pipes run and dig to the pipe close to where you see the water. This will let you see what you have going on. It is possible it is the town or city or a neighbor's issue, but that all depends on where and what is broken. After you know what you have you can figure out where to go from there and who has to pay. It is probably going to be you problem to pay for, but you might as well find out before paying somebody. It will be cheaper if you know the facts regardless.
It could also potentially be a broken gas line with gas bubbling up through saturated soil. If you have natural gas, and this could be the case, stay away from the location and contact your gas company. Don't do any work around the area or try to fix it yourself if you suspect this might be the problem.
