My iPad wont charge when its plugged in anywhere except the electric? normal?

This is not normal and might have happened due to a number of reasons. If you jailbroke your iPod, you might have done it the wrong way causing it not to charge. If your iPod is not jailbroken, I suggest you contact Apple and you will get the help you need.

nope call apple help. Be warned you might be placed on hold and the guy/gal might have a thick accent

It depends what version is your iPad? (ex. IOS 5.0.1)
