Is it legal for dental office use your emergency contact information for a bill owed?

I was contacted regarding a bill from my daughter from he emergency contact information is this legal? I live in MI and her in TN, they called my cell phone

No it's not legal for them to try and collect a bill by contacting an emergency contact. They have to have reasonable suspicion that the number they are calling is a number where you can personally be reached. If the number is for an emergency contact and it's out of state, it's not really reasonable to assume you can be reached at that number. And if they disclosed ANY personal information they can be liable in a lawsuit. You can file a complaint as well as a lawsuit for violating your privacy as well as consumer protection laws.

It does seem that bill collectors can call contact numbers anywhere they find them. I am especially offended by the calls saying "this message is solely intended for" so and so, "if you are not this person hang up". This just seems to be such an invasion of privacy. They can legally use the numbers provided however.
