There are many that are a step above second hand stores, stores that will only buy items that are in great shape. You will be surprised at what you may find.

The key to buying costume jewelry is knowing what you are buying. Just because it isn't made of precious stones and metals doesn't make all costume jewelry the same. If you don't buy jewelry that is made of decent materials then you run the risk of it tarnishing or the paint chipping before you have gotten your money's worth from it. Make sure that the clasp of necklaces and bracelets are strong and can withstand wear and tear. Earrings should be made from titanium or steel to prevent infection. Rings should be chosen carefully, as there are many that will turn your finger green or blue if it is made of cheap metal.
