Heat oven to 350°F. To prepare white sauce, melt butter in small saucepan over medium heat. Whisk in flour until blended; slowly whisk in milk. Cook and stir over medium heat until thickened; set aside. Meanwhile, arrange half the potatoes and half the onions in bottom of a greased 13x9x2-inch
