In June 2003 at the Thessaloniki European Council summit, Albania was given potential candidate status, which means that it was offered the prospect of membership and would attain official candidate status when it was ready. In 2009, it submitted a formal application for membership. In 2010, the European Commission recommended full candidate status "subject to key judicial and public administration reform measures being completed and the parliamentary rules of procedure being revised." In December 2013, at least five member countries did not feel that Albania had sufficiently instituted reforms.
