In order to keep a raccoon as a pet in the following states, the owner must obtain a permit or license, or must register the animal with local authorities: Arizona, Delaware, Florida, Indiana, Maine, Missouri, Nevada, New Hampshire, Oklahoma, Oregon, Pennsylvania, Rhode Island and South Dakota.

No permits are required for raccoons in: Wyoming, Wisconsin,Texas, South Carolina, North Dakota, New Mexico, Nebraska and Illinois. West Virginians are able to keep raccoons as pets because there are no laws prohibiting it.

In Michigan, Montana and Ohio, there is no permit required for residents who decide to own raccoons. However, raccoon owners moving to the state must provide an entry permit. An entry permit requires that a veterinarian or other state authority approve the animal based on good health, proper housing, approved daily care methods and confinement regulations. Idaho also requires entry permits, but anyone who obtains a raccoon while living in the state need only be able to prove that they acquired the animal lawfully.

Arkansas does not require a permit for domesticating a wild animal, but the state does place a limit on the number of wild animals a person may keep as pets. It is illegal to keep more than six bobcats, coyotes, deer, red or grey foxes, opossums, quail, rabbits, squirrels or raccoons in the state of Arkansas.
