Full Answer

The Silph Scope is needed to get past a ghostly Marowak that is guarding the stairs to the top of the Pokémon Tower. It is obtained by defeating Giovanni at the bottom of the Team Rocket base hidden inside the Game Corner in Celadon City. Players cannot identify or battle the Marowak without the Silph Scope. After getting past the Marowak, several Team Rocket members have to be defeated before Mr. Fuji can be reached. Once the player speaks to him, they automatically return with him to his house and receive the PokeFlute.
