The PokéFlute is given to players by Mr. Fuji in Lavender Town in Pokémon FireRed. Players first have to rescue Mr. Fuji from the top of Pokémon Tower.
The Silph Scope is needed to get past a ghostly Marowak that is guarding the stairs to the top of the Pokémon Tower. It is obtained by defeating Giovanni at the bottom of the Team Rocket base hidden inside the Game Corner in Celadon City. Players cannot identify or battle the Marowak without the Silph Scope.
