The 13 confederate states consisted of North Carolina, South Carolina, Virgina, West Virgina, Tennessee, Mississippi, Alabama, Arkansas, Missouri, Louisiana, Georgia, Florida and Texas. Those states seceded from the US for four years. These were all slave owning states who did not want to give up that right.
