It is best to prune the privet hedge in the spring before the new growth begins. Take loppers and remove one third of the old stems to allow the sun to penetrate the hedge's interior. Snip any long branches that are growing up from the ground. Apply a shrub fertilizer during the next spring to help stimulate new growth. The next summer you will repeat the pruning to remove another 1/3 of the old branches and stems from the shrub.
