A protractor is a half-shaped circle measuring tool. It has a piece that move from one end of the circle to the other. There are big numbers such as 180, 90 and 45. These tell you the angles. The littler lines represent 1-9. The smaller lines in between those represent one tenths. You will need to find the biggest number and then count the tenth marks by ones.
You can read your protractor by lining up the points of an angle. When the points are lined up the number in the center of the protractor is the degree of the angle.
