White vinegar and malt vinegar can be used as substitutes for tarragon vinegar, but they don't have the tarragon flavor. Alternatively, you can use one tablespoon fresh or dried tarragon leaves plus one cup vinegar, preferably white wine vinegar or apple cider vinegar.

The closest herbs to Tarragon, would be Marjoram or basil. Either one of these would usually work fine as a substitute. Chervil, aniseed, or even fennel seed would work fine, also
