There isn't anything that I know of where TSA permits but JetBlue prohibits other than baggage size/weight/quantity requirements. All airlines pretty much follow the rules laid down

Put the cigarettes in your check-in luggage and the lighter in your carry on luggage. There's always a chance security may check your carry on luggage but will not open checked luggage
