You have to do more than just add sugar to evaporated milk in order to make it a substitute for sweetened condensed milk. You would have to cook it with the sugar and reduce it in order to make a proper substitute.

Sweetened condensed milk is just evaporated milk with a quarter more sugar by volume. For every cup of evaporated milk add 1 1/4 c. white sugar. You'll need to warm (but not boil)
