Cultural Intolerance is a situation in which a person does not accept or holds bias against someone for holding ties with a specific culture. For example if a Jewish person was not allowed in a building while wearing a Kippah on his head. Generally, it's not good to practice racial intolerance and it is frowned upon by most people these days.

I lived in Quebec for over 20 years and now live in New-Brunswick, but i believe its simply because there are so many different cultures in Quebec as opposed to the rest of Canada
