What's the Difference between Neoliberalism and Liberalism?

Liberalism is a political philosophy which is opposed to Conservatism. It refers to the idea of being 'liberal' in our society, with things such as money (liberally investing money in public works, in the poor, and so forth), as well as liberal in terms of the changes we're willing to accept, such as rights for homosexual relationships, etc. Neoliberalism is not properly named, in a sense, because it doesn't refer to liberal philosophies at all, but rather strictly to the practice of forcing small nations to end protectionist policies and trade with the West. It has been criticized harshly for one simple reason: America has protectionist policies on their food (America subsidizes their farms), but our 'neoliberal' policies dictate that we will never allow any other countries to have similar policies. When America subsidizes up to 40% of the cost of our farm lands, and we get angry when a country tries to subsidize more than zero per cent, simple math indicates that the situation is economically unfair.
