Yes. Adult toads and frogs mostly eat insects, but they will eat small fish when they get the chance and they'll also eat smaller frogs and tadpoles. Tadpoles remain vegetarians for the most part except for large bullfrog tadpoles who eventually become meat eaters. These large tadpoles sometimes feed on other frogs. Green frogs and bullfrogs spend most of their adult life in the water, but tree frogs and toads spend most of their lifetime on land. They do return to the water in order to mate and lay their eggs.
