How can i see if a vehicle has been transfered to another person in state of ky?

Motor vehicle records are usually not public information. If you suspect your car may have been taken and registered elsewhere you can report it to the police and they can find out who it is currently registered to. If you have the VIN number, you can also use the Carfax service to see the history of the vehicle. That will tell you when the vehicle has been registered and or transferred to another owner but it will not give you the current owner's information.
