There are tools that can be used to check to see if a circuit breaker is still good or not. A clamping ammeter is one of these tools. An electromagnetic circuit finder is another tool that is useful in determining if a breaker is good for bad. These check for electricity moving through the breaker. If there is minimal, or non-existant electric flow, it is likely that the breaker is bad, or is about to go out.
