A star delta starter is a device that provides a starting current for any heavy electric motor to enable it to start. It is made up of large circuit breakers, three-phase power supply cables, coils and contacts. It works when the windings of the motor are connected in STAR thus making the voltage and the current` on each winding to reduce when connected directly across two incoming power service line phases in DELTA.
