Lilac bushes are easy to start from an existing bush or buy from a nursery. Choose your planting spot. Dig a hole about a foot wide. The take to being transplanted well. So just remove the new bush from the pot and put in the hole, cover the roots with dirt, leaving a depression around the plant to hold water. You can cut a 14 inch piece of the root runner off of established plants and plant that in the center of the hole if you choose. It will take time to grow, but just keep it well watered and you will have a nice bush.
