Whether or not rain water is dirty depends on where you are located. If you live in the country where there are very few vehicles then the rain water will be very clean. However, in a big city the pollution affects the cleanliness of the water drastically.

The best way that I have ever found to clean dirty water is to boil the water and then collect the steam which will condense back into clean potable water.

If it's REALLY dirty, try running it through a strainer first to get chunks out of it. Then filter it for smaller particles. Boiling it will kill things that might be living in it.
