As a digital marketing agency, we've helped dozens of clients build out their social media strategies the past 5 years. Based on that experience, I would say the greatest ROI across those companies came from the following, in order of greatest to least impact: D. Other: Thought Leadership within a target market/community and/or Industry Research/Consumer Insights (using social as a focus group) B: Marketing/PR C: Customer Service A. Sales (some of our clients generate nearly 10% of sales via social media, but that's not common, and most is driven via paid social advertising)

I would choose D 'other' as we have seen our biggest ROI using Social Media within the HR setting. In the past 20 months we have had 14 direct hires from using LinkledIn and two from Twitter. Internally we use Social Media groups for benefit awareness and to improve employee engagment.
Utilizing Social Media in this fashion has led to much higher SEO awareness as website hits have increased by close to 50%! In turn Marketing then was able to pick up the momentum and use SM for their marketing/pr/awareness programs. Sales has also used LI especially to network with a possible new clietn base!

B. I receive the best ROI from Marketing & PR and it is funny after spending thousands of dollars in this area I generate the most business from affluent clients off CraigsList ads.
