The Automated Directives System (ADS), the operational policy of the the United States Agency for International Development (USAID) defines quality ranking factors as the knowledge, skills, and abilities (KSAs) that would be desirable of a potential employee for a specific position, but are not absolutely necessary for employment. In other words, these KSAs or quality ranking factors would strengthen an application but would not be included in the Qualifications section of a job listing.
