The role of the House Rules Committee is played in the Senate by individual agreements worked by out by the majority leader and minority leader. There is a Senate Rules and Administration Committee, but it does not control bills with nearly the same power as the Rules Committee in the House. The Senate uses unanimous consent agreements worked out by party leaders. This is possible, in part, due to the Senate having far fewer members.
